I have multiple 2864-222 cameras with assigned static IP addresses. I can access and view them all with IE. I can see the image from only two of them with my mobile whether I use the Universal Devices access or the Foscam viewer app. The two I can see are using system firmware version 1.4.1.9 and application firmware version 2.11.1.10 while the others that I cannot see are system firmware version 1.9.2.12 and application firmware version 2.51.1.38.

Is anyone aware of this problem and/or a fix?

I'm sure you figured this out by now, but the Insteon cameras should not be updated past a certain point (I believe it's currently exactly what you've got running on the cameras that work). While it makes sense that the Insteon app might have trouble seeing them, it's strange that you can't see them with the UD or Foscam viewer apps. Perhaps try another generic IP camera viewing app like IP Cam Controller, etc. (depending on the type of phone you have). Otherwise, you could also try downgrading them to the older firmware.
