I have a 2413U modem hooked to 15 2635-222 On/Off Modules. They were working perfectly until the business owner shut off multiple circuit breakers during operating hours. Now the modules don't communicate correctly, huge delays between Off and On, when communication even happens. I've tried Factory Resets on the Modem, as well as Module, and cannot get pairing, the lights just flash indefinitely. HouseLinc cannot detect the module on COM2
Turning breakers off should not impact the devices at all.
But the 2413U is nod just old, it's been discontinued for years. The same is true of HL. It not unlikely that the PLM dies when power was restored. There is no current version of HL nor of the PLM.
An Insteon Hub would be the least costly replacement, but that requires an internet connection plus a router.

Stu; I believe you maybe thinking of the 2414U USB PLC that has been discontinued for a long time now. The 2413U USB PLM is still in production.
The 2413S/U PLMs have a documented power supply issue. Any module over 2 years and a few months is suspected. The Hardware 2 2443 Access Points also have the power supply issue. Your 2413U may have been close to failing and the power cycle took it over the edge. Is the LED on the side On and close to normal brightness? There is a long thread on PLM failure. Over on the UDI Forum and how we fixed ours. If you are interested let us know.
Another thought. If the business owner has kept some of the breakers Off. Maybe to lower power usage? It is possible one of the circuits now Off. Had an Insteon module on it that was getting the commands between the 2413U and the On/Off modules. Also long delays could also indicate a module not responding. Like on a now Off circuit.
