smart plug - 2 conditions timer & location

scenario: I want a radio to turn on if both my phone and my girlfriends phone is not in the house and its between 6am and mightnight.

what i thought to do is get a manual switch radio set to a talk radio station and if the plug is powered the radio automatically turns on.

if we leave anytime between 6am and midnight, power the switch (say if we leave at 9am power the switch)

if we come home anytime between 6am and midnight, turn off the switch (say we come home at 5pm turn off the switch)

between midnight and 6am the switch will be off.

if we stay home and 6 am comes around, do not power the switch.

I thought to get a wemo switch because it says it works with nest thermostat home/away location services but i don't think it is smart enough to handle 2 conditions at the same time

i seem to have the same problem with my lutron caseta lights...

do i need a smart hub that can do fancier stuff that will integrate wemo, caseta and nest?

open to ideas and other options...

(one for instance in my caseta lights can turn on if i come home... but they aren't smart enough to only do that program after sunset... because i just came home during the day and it turned on my lights...)

the caseta seems to have the logic for nest, if you leave turn on lights only after sunset, but is missing it for the arrival program.

Weíve got iPhones, so Iíve got something like that set up in HomeKit. When the last person leaves the house, if the time is between certain hours, turn on a scene. (Iíve defined that scene so that some devices turn on, others turn off.) An Apple TV coordinates everything.

For the Away condition to work, you have to have an always-on device in the house. That can be an iPad or an Apple TV.
