Having problems trying to link it to Adapters. The user manual isn't too helpful. I'm trying to add it to the software. I can only find instructions to add it to the remote. I do have a dual band lamp dimmer switch about 3 feet away.

HouseLinc 2 maybe?

Using the controller that comes with the startup kit. So the generic website, also using mobillinc pro, which as far as I can tell just pulls from the controller page

The SmartLinc? Click on the thermostat room and type in the 6 digit adapter address to be able to check thermostat temp and mode. You can also link specific settings to other room scenes--follow the same directions for adding to another switch, just substitute''press the add button on the scene settings page' instead of pressing and holding the set button or on button of another remote controller.

I thought the T1700 came with the adaptor built in and eliminated the need for the adaptor

No the T1700 used the external Insteon adapter.
The 2491T1E is the integrated unit.

so with the 2491T1E I would only need 2 dual band units and smartlinc to communicate and control the thermostat

Actually, the thermostat with the (built-in or external) adapter needs only one dual-band device on the same leg of the split, single-phase electric supply as the SmartLinc to enable communication between the devices.

But, at least one on each opposite leg is recommended for any Insteon installation.
