 Controlling RF Cable Distribution

I am looking for a means to control RF Cable distribution through my house.

I have young teenagers who cannot seem to control their TV watching. The parental controls on our cable boxes are totally inadequate. I have a central distribution panel and am currently controlling cable distribution to different outlets using a simple a/b switch to turn individual outlets on or off. However I would like a more automated method that possibly adds time and or RF remote control (rather than IR).

I would love to find a product which I can create a TV watching budget and control access by time. There are a couple of devices available, but they simply control the power to the TV. I can only think of what power cycling my HD TV's will do to them. Unfortunately I have not found anything more intelligent which has left me with my current soluton.

Any ideas?
