Is there a Telephone Directory Video Intercom that can call a Mobile phone "APP" so it can be viewed and allow access.

Needs to be able to call 50 different cell/ mobile Phones?

I just finish one building in Brooklyn 48 apartments using AKUVOX intercom. Everyone is hapy and yes you can into cell phone .

If this was audio only you could certainly use an available analog station port of the Allworx. This is a very common setup for any phone system.

However, the only phone system I've seen integrate video intercoms successfully is Cisco. More than likely you are looking at a standalone solution.

And if you want fancier, then Skype for Business, and Cisco, Shoretel or similar IP phone systems. But they're really office systems - Skype is the 100% correct answer here.
