That really depends on the climate, the type of housing, and the orientation. Ceiling and portable fans can circulate air and make the room feel cooler; windows and window coverings can be closed during the peak daylight hours to keep out hot air and deflect solar heating; awnings and outdoor trees and plants can be used to create cooler, larger shade zones on outside walls; misting systems or evaporative coolers can cool down hot, dry zones; and whole-house fans can quickly evacuate hot air house-wide once the outside temperature goes down in the evenings.

If none of those is sufficient to keep things comfortable, then you can look at portable AC units--window units and split systems aren't terribly expensive to purchase, but they will make an impact on your electric bill.
