 Best thermostat conection method?

I have a Bosch condensation 2500W boiler.
I also have more than a half of apartment with floor heating and radiators in the bedrooms.

I have a Bosch CT100 smart thermostat that can control the boiler by modulating the flame but I guess it can also be used to control the thermostatic servo heads on the lines.

By using the second method I can install in each room its own thermostat and control separately the heat in each room which would be great but to save has higher priority.

Please advice which will be the more efficient method to save?
By modulating the flame for the whole system (boiler) or by closing the thermostatic servo heads of the lines.

Zoning (control by area) is nearly always more efficient (less costly) than controlling the whole area with one thermostat.
