 IP Cam -> 2864-222 - Factory Default *NOT* clean

I have a couple of Insteon IP cameras that *were* open to Internet. Subsequently, several nefarious types have streams connecting from my cams.

I have completed a factory reset, yet those connections still exist.

How do I know? :)

I now have a VLAN specific to these cameras, and capturing traffic from one of the cameras (see attached). Currently, this VLAN is not accessible from the Internet.

From the packet monitor, I can clearly see traffic originating from the camera to outbound addresses.

I've done three FACTORY RESETs, with the same results.

Either the camera has these outbound connections BY DEFAULT (from the factory), or the FACTORY RESET doesn't truly reset to factory default.

Any ideas on how to SCRATCH the CAMERA completely?
