Starting out I Plan to purchase 6 Insteon remote control dimmer switches and 2 Insteon remote control keypads 8 buttons controlling kitchen lights. Using Amazon Echo and Android app for phone as well.

Do I need a hub? If so what kind?

If I expand the system in the future, maybe control several rooms even multiple floors will I then need a hub?

New to home automation. Thanks in advance.

INSTEON modules use their own, private, dual-band mesh network, totally disconnected from the internet.

In order to use your Amazon gadgets as additional controllers, you need a bridge from Alexa/the internet to INSTEON. The easiest bridge is a model 2245 INSTEON Hub. You only need one of those.

The best hub/controller depends on your overall needs. Regardless of how small or large an install, I believe you should at least use the hub that Tfitzpatri8 mentioned.

There are other controllers out there that can do more. However that depends on your needs and vision you have for your system.
