 Control Frequency of Furnace Starts

I am installing an Insteon 2441TH thermostat, to control a forced air natural gas fired furnace, with an associated air conditioner and cold deck.

Is there a way that I can get this thermostat, or another Insteon compatible thermostat, to adjust the frequency with which the furnace comes on, e.g., the delay between when the furnace turns off, and when it turns on again? This could be done with controller deadband, or with a time delay between stop and start, internal to the thermostat firmware. The thermostat I am replacing is overly sensitive, it will kick the furnace on, run for a few minutes, then 10 minutes or less after it has turned off, turn on again, during these Montana winters....
