Do you have a model number of the camera?
That may narrow down the possible causes of the problem.
It maybe a hardware issue and the camera is broken mechanically.

Did the camera fall and sustain an impact? In the Insteon and Foxcam cameras, there’s a small wire that goes to a limit switch that can break and cause the symptom you described, or the two sides of the case can become misaligned so that the camera can never trigger that limit switch. If you are handy and able to take the camera apart for inspection, either problem can be fixed with a screwdriver and/or soldering iron.

If you are more comfortable changing firmware settings than hacking hardware, there’s a setting you can use to avoid the issue. The setting is labeled something like ‘pan scan on boot’, IIRC.
