 Any way to delay motion sensor triggering?

Is there any way to delay a motion sensor from triggering until it detects the warm object for longer than a threshold?

For instance, I would like a motion sensor set outside to not trigger for a passing vehicle that is out of range within 5 seconds, but still trigger for a person slowly walking by or loitering.

Any particular protocol in mind? Like Insteon, Z-Wave, tied to a security system or automation controller?
